1311H3-33::Policymaking is seen to be more objective when experts play a large role in the creation and implementation of the policy, and when utilitarian rationality is the dominant value that guides policy. Through the use of the scientific method to determine the facts of any given policy situation, the power of social constructions is supposedly diminished, and solutions to social problems are discovered in an objective way. This process creates an illusion of neutrality and implies a transcendence of the pitfalls and inequalities commonly associated with policymaking. From this perspective, scientists and professionals emerge as the appropriate experts to be consulted in policymaking, while local citizen input and knowledge is often viewed as unnecessary. Scientific and professional policy design does not necessarily escape the pitfalls of degenerative politics. Scientific and professional expertise often relies on a particular type of knowledge that is limited to utility and rationality considerations. This approach to policy typically does not consider values and cultural factors that cannot be measured empirically. Scientifically designed policies can serve interests that run counter to the public interest. They can reinforce unequal and unjust relatoinships.::전문가들이 정책을 만들고 시행하는데 큰 역할을 할 때, 그리고 공리적인 합리성이 정책을 유도하는 지배적인 가치일 때 정책결정은 더욱 객관적인 것으로 간주될 수 있다. 어떤 주어진 정책 상황의 사실들을 결정하는 과학적인 방법의 사용을 통하여 사회적 구성의 힘은 아마도 약화되고, 사회적 문제들에 대한 해결책이 객관적인 방식으로 발견된다. 이 과정은 중립성에 대한 환상을 만들어내고 정책결정과 흔하게 연관된 함정과 불평등을 초월하는 것을 내포한다. 이 관점으로부터 과학자들과 전문가들은 정책결정에서 조언을 해 줄 적절한 전문가로 등장하는 반면에 지역 주민의 참여나 지식은 자주 불필요한 것으 로 간주된다. 과학적이고 전문적인 정책 입안이 퇴행적인 정치의 함정을 반드시 피하는 것은 아니다. 과학적이고 전문적인 지식은 자주 유용성과 합리적인 고려에 한정된 특정 유형의 지식에 의존한다. 정책에 대한 이러한 접근방식은 일반적으로 경험적으로 측정될 수 없는 가치와 문화적인 요소들을 고려하지 않는다. 과학적으로 입안된 정책은 공공의 이익에 역행하는 관심사에 부합할 수 있다. 그것들은 불공평하고 부당한 관계를 강화시킬 수 있다.
