서울대에서 주관하는 영어시험인 텝스의 오류를 지적하는 책을 펴냈던 전 경북대 영어강사 이상묵씨는 ‘EBS 외국어 영역교재 오류비판’이란 책을 통해 “지난해 수능의 영어 독해 지문 30개 가운데 7개가 EBS 교재의 지문이었다. EBS가 인터넷에서 글을 가져다 조금 수정하고서 수능 교재의 독해 지문으로 사용한 것은 문제”라고 지적했다.

이씨가 지적한 대로 ‘EBS 인터넷 수능 고득점 외국어영역 300제’의 52번 문제를 살펴보면 다음과 같다.

　52번. 다음 글의 제목으로 가장 적절한 것을 고르시오.

　Some people believe that games are not as important for adults as they are for children. I completely disagree with that view. Games benefit adults as well as children in many ways. First of all, games are the best way to exercise. Many adults spend hours exercising to keep their weight. But not many adults look at games as a way to exercise. Even though many adults cannot play rigorous games like football and cricket, they can play games like tennis and badminton. After a hard day’s work, these games will provide much needed relief to adults. Also, there are various indoor games for adults. Chess is one of the most popular games among adults. Apart from providing relief, it sharpens the thinking skills of the players.

　52번 문제의 독해 지문은 미국 샌프란시스코 영어 학원의 홈페이지 게시판(http://www.urch.com/forums/twe/1690-060-games-important-adults-they-ar.html)에 올라 있는 내용으로 인도 학생이 쓴 글이다. 원문의 틀린 철자법은 수정됐지만 이상묵씨는 “논리가 부실한 인도학생의 글을 한국의 수십만 고등학생에게 시험문제로 낸다는 것은 문제의 소지가 있다.”고 주장했다.

　같은 교재의 24번 문제는 중국 실용영어능력 표준화 시험인 CET문제의 지문과 흡사하다.

　24번. 주어진 글 다음에 이어질 글의 순서로 가장 적절한 것은?

　It was hard to track the blue whale. Attaching radio devices to it was difficult and visual sightings were too unreliable to give real insights into its behavior.

　(B) However, with the help of the Navy, biologists were able to track a particular blue whale for 43 days. This was possible because of the Navy’s formerly top-secret system of underwater listening devices.

　(A) Tracking the whale is but one example of an exciting new world just opening to civilian scientist after the cold war. The Navy has started to share and partly uncover its global network of underwater listening systems built to track the ships of potential enemies.

　(C) Earth scientist announced at a news conference recently that they had used the system to closely monitor a deep-sea volcanic eruption for the first time, and they were planning similar studies.

　이 24번 문제의 지문은 2002년 6월 시행된 중국 대학생들이 보는 전국 규모의 실용영어능력 표준화 시험인 CET(College English Test·全國大学英语四,六级考試)의 31~35번 듣기평가 지문(http://cet.iciba.com/cet4_practical/2007/04/17/107737.shtml)과 유사하다.

　이에 대해 EBS측은 24번 문제 지문은 1993년 게재된 미국 뉴욕타임스의 기사(http://www.nytimes.com/1993/08/23/us/navy-listening-system-opening-world-of-whales.html)라고 반박했다.

　현재 중국은 토익, 토플 등 외국계 영어시험에 의존하고 있는 다른 아시아 국가와 달리 영어평가 분야에서 돋보이는 연구와 교육 성과물을 제시하고 있다. 또한 유럽공동체(EU)에서 사용되는 보편적 언어능력 기준표처럼, 아시아에서 통용될 수 있는 영어교육 평가 기준설정 작업 또한 가장 적극적으로 제안하고 있다.

　1987년부터 교육부의 지원 아래 대학생들의 실질적인 영어의사소통 능력을 향상시키기 위해 시행된 CET는 비원어민 연구자와 관리자에 의해 실행되면서 시행착오가 있었지만, 이 덕분에 중국은 영어시험에 관한 국가적 경험 자산을 확보할 수 있었다.

　‘EBS 인터넷 수능 고득점 외국어영역 300제’의 2번 문제 역시 넬슨 만델라에 대한 중국 사이트의 글(http://www.wwenglish.com/t/d/daxue/daxuejingdu/1319.htm)과 흡사하다. 이상묵씨는 “중국 사이트의 원천 글을 잘라내고 붙이는 과정에서 문법적 오류가 발생했다.”며 중국 인터넷 사이트의 글을 참고해야 하는 우리나라 영어 수준을 한탄했다. EBS측은 2번 문제의 원전은 잭캔필드가 쓴 책 ‘chickensoup for the gardener soul’라고 밝혔다.

　이씨는 중국 CET 기출 문제 외에도 EBS의 수능 교재에는 미국의 SAT 수험서 등 유명 출판사의 교재를 베낀 지문이 상당하다며 “앞으로 수능시험에서 EBS 교재를 베낀 문제가 나오지 말아야 할 것”이라고 주장했다.

　EBS 측은 이와 같은 이씨의 주장에 대해 “EBS 교육방송은 공교육의 일부이므로 저작권이 면제된다. 또 시의성을 담보하고, 생동감 있는 현대 영어 지문을 활용하기 위해 인터넷을 활용하기도 한다.”라고 반박했다. 앞으로는 인터넷에만 오른 글을 수능교재 지문으로 쓰는 것은 지양하고 출판된 글을 교재로 사용할 것이라고 덧붙였다.
